Background
As part of its ongoing strategy to ensure future growth was planned and managed effectively, Basingstoke and Deane Council identified a requirement to replace its Financial Management System (FMS) as part of a wider digital transformation programme.
The Challenge
BDBC had already identified some key objectives and overall requirements for their new FMS system and these included:
- A flexible and up-to-date finance system.
- An improved user interface for non-finance users.
- Achieving better financial management and efficiencies through improved systems and processes.
- To provide budget managers with online access via a user-friendly interface with timely, consistent and accurate financial information (less reliance on spreadsheets).
- Ensuring the system remained ‘fit-for-purpose.’
- Supporting digital transformation of the council.
The Council required specialist consultancy expertise who were systems agnostic and able to provide un-biased advice, in-depth knowledge of public sector and financial systems, and who could guide the Council through the procurement process effectively.
The Solution
- Moore Insight (MI) supported BDBC assessing the best finance systems solutions, supported by analysis on which type of systems would best meet their requirements.
- Insight assisted the procurement team in identifying the best procurement route; working with legal representatives to facilitate responses to dialogue with various software companies.
- Insight have since been supporting the implementation, design and build of the new system. This includes specialist support in relation to data migration, cutover and interfaces.
The Outcome
Supported by MI, BDBC were able to identify their key objectives and requirements for the new finance system and progress in the implementation of the E5 system and associated business change in support of their digital transformation strategy.
