Background
ECMWF is an independent cross-government organisation, supported by 22 member states and 12 co-operating members. ECMWF is a research institute and a 24/7 service, providing numerical weather predictions to its members. ECMWF used Microsoft Business Dynamics NAV 2009 (Navision), implemented long ago, including many bespoke changes.
The Challenge
Changes to ECMWF’s reporting needs meant that the organisation required an assessment of its accounting, HR and Payroll and system requirements; and to specify, select and evaluate ERP solutions and assist with procurement of the preferred solution. The system had to be compliaint with IPSASB (International Public Sector Accounting Standards).
The Solution
Moore Insight captured detailed functional and non-functional requirements, developed a specification of procurement and supported the full evaluation and procurement processes.
Moore Insight advised ECMWF on the initial design and implementation of the ERP system based on their requirements.
Moore Insight project managed the overall process; providing key services to senior management and the internal project team across specialist workstreams e.g. data migration, UAT testing management and strategy, commercial strategy, PMO and Programme Assurance.
The Outcome
Moore Insight were able to assist ECMWF in identifying Unit4 Business World as a suitable supplier based on their requirements.
Following on from this, Moore Insight supported ECMWF throughout a full-scale, ERP system implementation, covering core functions (e.g. HR, Payroll and Finance).
The system successfully went live in January 2019.
